I have been in IT for the last 14 years, starting out as a developer at a startup before transitioning to an Agile Product Owner for a Fortune 500 company, and most recently as a Business Analyst on a number of projects in the BC Healthcare sector. In addition to the experience, I bring a real passion for helping organizations deliver, to every one of my contracts.
Working in Healthcare for the last 4 years, and in the Energy Management and Sustainability for the previous 8, I understand that regulatory compliance and wide adoption in steady state operation is the true measure of success. After all, it doesn't matter how awesome your solution is or how brilliant the design, if the project fails an audit, it will never see the light of day.

WEST Transition Project
Island Health
Workplace Evolving Services and Technologies (WEST) is a program to transition about $100 million/year in IT Services from the incumbent to a new service provider. The project includes all regional Health Authorities in BC, with the goal to standardize ITIL practices across the Province, whenever possible.
I am working with Island Health to identify and quantify any impacts from the new systems and processes being put in place by the service provider. This includes workshops to understand the new solution and homogenized processes, as well as to identify any changes that must be managed via OCM. Due to the international transition team being used by the successful proponent, I am heavily involved with data stewardship and privacy to ensure that information is not only accurate but is also being shared in accordance with all applicable laws, regulations and internal policies.
Given the large number of stakeholders, both internally and BC-wide, as well as the differences in capability and maturity between the HAs and the vendor, there is a large focus on consensus building and influencing without direct control.
FPC Public Web Refresh
BC Ministry of Health
Fair PharmaCare (FPC) is a Provincial drug plan that covers all BC residents based on their income. This project was launched to simultaneously revamp the benefits provided under the plan as well as to refresh the online registration website.
I worked with the technical teams to draft, review and approve a number of artifacts, including Project Charter and baselined budget, Business Requirements, Solution Requirements, Non-Functional Requirements, Test Strategy and Plan, Usability Study and Accessibility Report, Impact Assessment, Production Support Strategy and Cutover Plan, various gate artifacts and supporting presentations to the Architecture Review Board, Joint Steering Committee, PMO, etc.
Due to the Policy changes where an additional 155,000 families received more generous benefits, I worked with both internal and external auditors on a financial risks and controls review, which was a mandatory gate item for the Go-Live. And all of this work had a legislated Go-Live date that was announced in the Throne Speech.
FNHA Transition to PharmaNet
BC Ministry of Health
I was fortunate enough to be the business lead on this award-winning project to transition drug benefits for the First Nations Health Authority (FNHA) from Health Canada to BC PharmaCare. The project impacted about 140,000 individuals and approximately $60 million/year in drug costs. At the conclusion of the transition, we were selected to be the top 3 projects by the BC Public Service awards, under the Partnership category.
